Loudoun Valley Estates HOA Traffic Calming Committee (LVE TSC) Committee Objective: To Design & Promote Measures that increase Traffic Safety within LVE. Major Areas of Emphasis: Community Awareness, Physical Improvements, Town House Issues including parking, Snowstorm responses including school bus stops, Posting of Speed Limit Signs and other Signage, Enforcement of Current Regulations, Specific Problems Identified: Non-observance of speed limits, Non-Adherence of Stop Signs, Driving around school buses, Unsafe Parking, Lack of signage and street markings, Children playing in streets, Lack of stoplight at Gleedsville Manor Drive entrance, Other.STYLE-->

Progress to Date:
A) A speed and traffic pattern study was conducted at nine locations within LVE in May, 2008, by the Loudoun County Office of Transportation Services. The study results indicated that there is a speeding problem within LVE, particularly at entrances. The study was followed by a short-term temporary enforcement effort by Loudoun County Sheriff’s Office that warned and in some cases ticketed detected speeders.
B) A Traffic Safety educational flier was created in the summer of 2008 and delivered to all households within LVE. Traffic safety items have also appeared in the community newsletter and on the LVE website.
C) Contact was initiated with the Loudoun County Office of Transportation Services concerning possible VDOT assistance for physical improvements within LVE. It will be a long process and require the expressed support of 75% of LVE residents to obtain VDOT funding for physical improvements.
D) Contact was initiated with Loudoun County Sheriff’s Office of Special Operations. They are able to provide temporary monitoring of traffic behavior within LVE if requested including issuance of tickets if warranted.
E) Installation of speed limit signs within Estates (25MPH) and Meadows (15 MPH) areas.
F) Identification document of all school bus stops prepared and provided to LVE HOA and Toll Brothers snow removal contractors with a request that they be kept clear of snow and ice.
G) Sub-Committee formed to develop proposal to address traffic safety issues specific to Town House areas.
H) Informal suggestions discussed with Loudoun School bus drivers on parking their buses in the middle of the street to prevent vehicles from driving around them at bus stops (sadly, this occurs from time to time.
Upcoming Plans:
A) New Community Awareness Campaign
B) Community-wide Petition for VDOT to fund traffic safety physical improvements (75% required)
C) Secure formal Community mindshare and acceptance of LVE SSC activities:
D) Development and presentation of new proposal addressing Town House traffic safety issues
E) Investigation into failure to provide stoplight at Gleedsville Manor Drive entrance.
F) Removal of snow and ice from school bus stops when necessary.
