Loudoun Valley Estates Open Spaces Committee 10 year plan

Definitions

Open Spaces – Those areas under the control/ownership of LVE that are not privately owned by residents or under Bond obligations by the developer Toll Brothers. The Open Spaces include the borders on Ryan Road/Loudoun County Parkway as well the common areas between dwellings and around the pathways.

Guiding Principles

  1. To create an ongoing long term vision of the Open Spaces area so that all future activities support this vision. This vision will be reviewed at least annually.
  2. To manage the bond release program to ensure that when Toll Brothers is relieved of its Bond Commitments, the relevant area meets the contractual requirements as defined in the CPAP drawings on record at Loudoun County, or as otherwise agreed between the HOA and Toll Brothers.
  3. To improve the screening of dwellings along LCP over time in recognition of the anticipated development on the North side and the increase in road traffic.
  4. To encourage input from the community to help both define the Open Spaces Committee activity and to encourage localized teams of residents to assist and manage specific areas.
  5. To recommend annual budgets to the LVE board to support the ongoing execution of the vision.

Board Approved Plan 2010

  1. Vision
    1. LCP/Ryan Road boarder
      1. By 2020 adequate trees and shrubs will have been planted along LCP and Ryan Road so that by 2030 there will be a fully mature screen that provides both privacy and noise reduction to LVE residents.
      2. Consideration to be given to using the screen to replace fences so that their replacement is unnecessary. This will enable accrued Maintenance Reserves to be released to accelerate/improve the aforestation process
      3. Priority to be given to those residences closest to the road where existing screening is sparse.
      4. Engage an expert in Q1 2010 to design the necessary Roadway Aforestation Plan (RAP) with the intention of starting planting in Spring 2010.
    2. Other Open Spaces
      1. In recognition that
        1. A considerable number of Open Spaces do meet reasonable expectations of home owners. This is typically due to inadequate top soil, a lack of foliage or lack of maintenance.
        2. There are limited funds available; however over a ten year period substantial progress can be made.
        3. The dry periods we experience in the summer can make remediation work abortive if not properly nurtured in the early years.
      2. It is proposed we launch an initiative at the annual meeting to
        1. Invite residents to form Local Interest Groups (LIGs) to propose Open Spaces projects close to their residences for remediation/improvement activity.
        2. Once formed, these LIGs will be invited to OSC meetings to propose their projects for HOA funding.
        3. The OSC will work with the LIGs to ensure the project meets suitable guidelines
        4. The OSC will prioritize the projects based on visibility, budget compatibility, location (See below) and perceived commitment of the LIG to nurture the project approve those that fall with OSC approval limits and make recommendations for projects that cost over the OSC's approval limit to the Board of Directors.
  2. 2010 Budgets
    1. Big Picture. With 1.5 miles of roadway, and approximately 75% needing a $100 tree every yard, the RAP will cost c. $300,000 over 10 years, or approximately $30k/year
    2. For 2010 in total, we propose a total of $40k as follows -
      1. $3k for definition of the RAP
      2. $27k for implementation of the RAP
      3. $10k budget for LIG projects
    3. In 2010 Budgets we have $41k ($21+4*5) for capital improvements and $22.5k in 61256 or $63.5k in total.
  3. Evolution from 2010 to 2020
    1. It is considered the town house area needs the majority (if not all) of the 2010 LIG budget and RAP. This recognizes the challenged state of the open spaces and the proximity of the houses to the road. It may also help engage the town house community in HOA activities through the formation of LIGs.
    2. Priorities can be changed in the light of experience and budget constraints within the annual approval process.
  4. Guidelines for LIGS.
    1. The Open Spaces Committee will issue by Mid March 2010 a LIG Guideline Document to help LIG proponents apply for funding of their projects.
